There is that fear that if their donation does not go to where it is intended, their money goes to waste. So they become stingy in a way or kind of holding back until their money goes only for this program, for this cause, etc. Non profit organizations or foundations have expenses in order to support the cause for which they are created and they have personnel that they need to pay to continue doing the operation of giving.
